Are you ready to lead transformational change in Adult Social Care? Blackpool Council is seeking an exceptional Project Lead to drive our Adult Social Care Improvement Plan and deliver on CQC Local Authority Assurance recommendations. This is a pivotal role, working across all areas of Adult Services and with a wide range of partners to deliver meaningful transformation for our community.
You’ll lead on the planning, implementation, and review of key projects, ensuring robust governance and timely delivery. Your expertise will help shape the future of Adult Services in Blackpool, supporting our vision of stronger communities and a thriving, resilient local economy.
• To lead on the creation, development, implementation and review of the Adult Social Care Improvement Plan and CQC Local Authority Assurance recommendations linked to the 2014 Care Act Duties.
• To work across all areas of Adult Services as the project lead in relation to joint arrangements with internal and external partners, including for the Better Care Fund returns, to ensure robust project assessment and appraisals are undertaken.
• To manage the process of obtaining project approvals to facilitate the planning and co-ordination of the completion of project, improvement plan and information return updates as well as maintain oversight of completion of required information by all required due dates.
Main Duties and Responsibilities
• To lead on the planning and implementation of Directorate projects.
• To work closely with all project partners and stakeholders in the identification, creation, delivery and review of schemes.
• To ensure project options are fully considered and assessed to include complete and appropriate project recommendations provided to senior management.
• To produce information to senior management to excellent quality standards, presenting that information, as required.
• To support leaders across the Directorate to remain appraised of new legal and policy developments and to identify development opportunities in relation to these, and generate delivery plans, where appropriate.
• To work collaboratively with managers and colleagues internally and externally, including other council departments, other local authorities and public bodies and private/third sector organisations.
• To work with other agencies, primarily health, provider services and voluntary agencies in their development and delivery of services in relation to the Care Act Duties and relevant funding frameworks.
• To participate in team meetings, service development and represent Blackpool Council Adult Social Services as necessary, which may involve working with senior colleagues from a range of departments and agencies.
• To support the Directorate to ensure that all staff and managers are working to and, where appropriate, revising key strategies and plans.
• To undertake work in connection with feasibility studies, option analysis and viability appraisals.
• To follow the Council’s internal procedures for procurement, decision making and formal reporting when undertaking projects, notifying designated officers and Councillors at each stage, as required.
• To deal with enquiries, both internally and also externally, such as those from partners, regulators and Freedom of Information requests, co-ordinating any responses and correspondence.
• To take responsibility for monitoring and contributing to performance management information to provide assurance to the Directorate and senior officers of compliance and quality.
• Provision of planning and costing advice to colleagues to assist with daily tasks as well as business cases and Board reports.
• Maintain up-to-date knowledge of current developments relating to social care policy and interventions.
• Support for marketing and promotional activity – including attendance at events to raise the profile and improve perceptions of adult social care in Blackpool.
• Manage or attend public meetings and represent the Council on external working groups, committees etc. as required, prepare reports and make presentations.
• Consult and work with other members of staff on the development and implementation of initiatives and to ensure a co-ordinated service.
